How would you feel or react to this?

If you were the owner of a house and had a room mate paying rent to you. Since the utilities were in your name they gave you their portion of that too by check at separate times of the month then the rent.

How would you feel if on the check was stickered saying this...

"Please note by cashing this check you ensure all utilities will be paid this month! In the event that those services are interrupted at any time you will refund this amount back to me."

It's stickered right above the persons signature and below the line where the amount is written for...

Would you take offense to this as the person receiving the check or see it as a normal business transaction?

I'm trying to settle an issue between two people. And just curious what an outside person looking in would think.

And the two people aren't fond of one another but are forced to live together due to circumstances..

This. Like you said, it ain't like this dude is a friend of mine. Just some nigga I'm forced to live with for whatever reason.
