I wouldn't go that far, but it is a very formidable weapon. Quasar's bands can do everything the ring can and the bands don't have to worry about running out of energy.

Doesn't Quasar also have access to Cosmic Senses and Awareness? That pretty much means he could figure out the ring's weakness and exploit it.
