i use to work for the City Of New York --Dept Of Transportation (DOT/ Hiqa)--- i would inspect construction workers at night to make sure they are following stipulations. They are not suppose to be jackhammering after 10pm. They are only suppose to use the backhoe. Usually people call 311 which an inspector comes and tells them to stop. Once a Inspector arrives, they will stop because they don't want a ticket..... unless it's a watermain break or power failure

yeah i called 311. i told the chick on the phone to send cops and the national guard (i was a little delirious and drunk). she had a cute voice but i assumed that means she was fat because fat chicks sound sweet on the phone.

i never heard of anybody getting satisfaction from 311 though. i called once to get the free patches to quit smoking and answered all these questions and then at the end they said i don't qualify and one time i made a complaint against a restaurant because there was a band-aid in my spring roll (i still gag when i think about it) and they never did any follow-up.
