Arkham City Sequel will be a Silver Age Prequel
Justice League of America set to appear.

Variety has learned that WBIE (Warner Bros. Interactive Entertainment) is set to introduce members of the Justice League of America in the next installment of Rocksteady's Batman series.
The entertainment trade magazine reports that the much-anticipated sequel to Arkham Asylum and Arkham City will, in fact, be a prequel centred on Batman's first meeting with his arch-nemesis The Joker. Stylistically, it will be based on the Silver Age era of DC comics (1956 to c.1970), when Batman first teamed up with other iconic DC heroes, like Superman and The Flash, establishing the Justice League of America.
Variety claims this is part of a conscious effort by Warner Bros. to expose audiences to the Justice League of America, as it ramps up production on a JLA movie. It also reports the game will be released in 2014 at the earliest.
The Silver Age JLA typically consisted of 7 heroes: Superman, Batman, Aquaman, Flash, Green Lantern, Martian Manhunter, and Wonder Woman.

Rocksteady knows they've released two GOTY-caliber titles, so people will pay through the nose to see Rocksteady's take on the rest of the DCU.

It's not if the DLC happens, but when does it happen. The only problem is figuring out how to Nerf powers in the maps while still letting the players feel like they're playing as heavy-hitters. Aside from Batman, everyone else on the JLA would mop a challenge map in seconds.

Paul Dini, the writer for both Batman: Arkham Asylum and Batman: Arkham City, has revealed via his Twitter that he won't be returning for the recently announced prequel. In a post on July 27th, Dini said:
If the initial tweet didn't make it crystal clear, the team at ArkhamCity.co.uk went on to look through a series of Dini's tweets to absolutely confirm he won't be returning as the writer for the next Arkham game.
Dini seems a bit broken up over it as well, saying, "I wish I could, but it's not my call." Dini is responsible for not only penning the first two games, but also the beloved Batman: The Animated Series cartoon.
No word has been given about who will replace Dini on the next project.
