I will start this off...

OVERRATED

Mephisto (stop saying he stalemated galactus. He didn't g was Finns eat his universe for lunch. Are you serious? Not a stalemate)
Spectre (he can't be more overrated. He is trill but niggas talking like he can beat anyone. DC equivalent to Mephisto in my book)
Silver Surfer (he isn't going to make aback whole every time)
Thanos (he is super trill, but he can lose, and it's not because he wants to lose. Thanos hand to hand game is doo)
Nova (hurts me to say nut Nova is the new Sentry in my book. A powerful cat with upgrades that can't harness his power yet)

UNDERRATED

Nightwing (hand to hand combat is Trilla and way more athletic than bats)
Galactus (son is too fucking trill, Nigga was eating mephisto's universe to make him cop sieves. You gotta call living tribunal to beat Gal)
Sentry (this Nigga is powerful then a bitch)
Hulk (if you try to throw with him you're gonna lose eventually)
Black bolt: (son has more power than.just his voice. He can manipulate molecules. And he is strong as fuck and his strength increases with temperament)

I know I'm gonna catch flak for saying this, but Wolverine is THE most overrated character I've ever seen. They made this nigga damn near immortal, when he's not.

People who act like he can't be killed need to read "Days of Future Past". Also, Lady Deathstrike done bust that ass many a times.

Most underrated character for me is Bullseye (Daredevil's arch nemesis). Dude has NO super powers, but is still more trill than most other, more powerful villains in the Marvel Universe.

idk, The Spectre is powered by the wrath of God and i believe his powerlevel depends on how much of this wrath is being fueled. Mephisto is who he is. The devil basically. He's still pretty powerful. Galactus is just more powerful

BEAST (before the transformation) - I think Beast before he turned blue with fur was just dope as he was, I liked his mutant powers and it was dope as fuck to me.

Black Panther - T'Challa is mad under written and underrated.
