Yes, Franklin is a mutant, and so is his son Hyperstorm. Both of whom are more powerful than Cable without the TO virus. The Scarlet Witch also more powerful as is Proteus and Mad Jim Jaspers. If Stryfe is equal to Cable without the virus, then Apocalypse is more powerful than Cable too.

That explains why his powers manifested at a young age, not is being a mutant. And if you want to go that route, then no mutants are technically "natural" due to their entire species being the result of experiments conducted by the Celestials.

This is why I hate retcons. I don't know when MM or the Beyonder were retconned, so I don't know the whole story behind it or where their abilities lie now. What I do know is that at one point, the two most powerful beings in all of existence, bar none, were MM and the Beyonder, above even The Living Tribunal and Eternity.
The most powerful entities in the universe were fully aware of MM's capabilities, to the point where some feared him. They all but piss their pants when Owen comes into their presence to talk to the Beyonder:
Now... Having seen the Tribunal in action against an Infinity Gauntlet-powered Adam Warlok, and having seen him stand aside as Thanos usurped Eternity, one can figure that The Tribunal has power over the gauntlet, but to see him stand in awe of Owen Reese makes a huge statement about MM's abilities.
Of course, all of this has apparently been retconned away, so MM, though still immensely powerful, is probably not as powerful as he once was.
Read the top of this page... Uatu the Watcher lays it on MM that he ALONE possessed the greatest capacity for cosmic power, and achieved it and was more powerful that ALL other cosmic entities.
