you can have jobs outside of the prison, where the inmates work at regular places with civilians. Its possible they made friends and use their phones while at the job.

a friend of mine who is locked up called me the other day from some random number. i didn't answer but it was him on the voicemail saying he was using his buddies phone and that i needed to swing by and bring him some lunch
