Couple theories:

1. He was high as hell when he turned himself in, sobered up and realized what he'd done.

2. He wanted a clear conscience and figured if he turned himself in on a 20-year old murder case, the punishment wouldn't be "too bad."

What ended up happening was the DA REFUSED a plea bargain, then Dep decides to plead not guilty.
