  I think MTV may have confused some people who have difficulty over standing the HipHop industry.

  But the Insiders who made the list gave a criteria that included: branding, endorsements, touring, Forbes-ranking, features, label maneuvering, chart presence, radio-spins, street-buzz & intangibles.
  
  
  Being "Hot" is when a week on the sales chart looks like this:

  #23 Self Made Vol 2 = 14K
