We're afraid of rejection. I'm also very shy when it comes to expressing interest in someone. For a long time, I was insecure about the way that I looked. I don't feel that way now, but I have absolutely no idea of how to go about approaching someone that I like. For the record, I haven't been approached by men that much, anyway. I'm also horrible at firting, so I end up saying a lot of stupid shit when I should be sparkling, witty, or cool or something. Most of the time I end up looking like a nerd. Can't speak for the ladies you're talking about, but that's just my own standpoint as to why I'm romantically retarded.
