When i say shifting culture i mean brought hiphop to places it's never been (mainstream, other countries, other cultures, other genres). You go to countries in Africa, Europe, Caribbean,etc they know who Pac is and know his movement. People like Black Thought have never shifted culture like that to me.
It's like saying Lil Brother has had the same impact as Run Dmc.
Just to play devil's advocate, Biggie and 2pac only "shifted the culture" when they died. They were just regular popular rappers prior to that. Snoop shifted the culture as much if not more than them and you wouldn't put him in your top 5 would you? When 2pac alive he did not have people in Africa root for him, trust me i'm from Africa too. All that is something that came with the media's sensationalizing their deaths and them becoming martyrs or "dead heroes" like they always do.
I don't think i'd put Black Thought in a top 5, but if we're discussing pure skills and catalogue (with the Roots) he might be a contender.
Biggie died too, so according to your logic, then why ain't his death had the same impact as Pac?

These dudes Pac/BIG left legacys behind and in death the others he mentioned would. No disrespect to BT but If Thought died today there would be not BET/MTV/VH1 special. He not even the most notable guy in the group. Part of being great is convincing others you are. He dont have a that memorable song or verse everyone would sing along if it came on. That nigga is what you call your above average, average rapper.
