Update to IC's Root Folder

Who do we need to address in regards to updating the IC's root folder with a plugin to enable this site to be operated through forum apps on mobile and tablet devices? For example, I use tapatalk to browse through some forums, here's they plug in and direction for the site owner. It sux trying to use a mobile browser for this site on most devices.
