When the GOP Challenged Israel
The very different world of 1989

Now that Benjamin Netanyahu has followed up yesterday's speech at AIPAC with an address to Congress today, let's take a moment to flash back to another speech in another era. This earlier political period was, at least arguably, the last time a U.S. president found himself significantly at odds with Israeli policy preferances. It might surprise younger readers to hear that the president in question was a Republican. They might be even more surprised to be told that his name was Bush.

That's George H.W. Bush, of course, not Bush the younger. Here's a New York Times dispatch from May 23, 1989:

Secretary of State James A. Baker 3d said today that it was time for Israel to "lay aside once and for all the unrealistic vision of a greater Israel" and "reach out to Palestinians as neighbors who deserve political rights."

Speaking to the annual policy conference of the American Israel Public Affairs Committee, a pro-Israeli lobby, Mr. Baker for the first time laid out a comprehensive blueprint of the Bush Administration's approach to Middle East peacemaking.

The Secretary of State's speech was striking for the unsentimental and unusually blunt tone with which he addressed the Israelis, for the carefully balanced manner in which he called on both sides to make concessions for peace and for the clear endorsement he gave Prime Minister Yitzhak Shamir's proposal for elections in the West Bank and Gaza as a basis for breaking the Middle East deadlock....

Although the Secretary of State's remarks were consistent with longstanding American policy on the Middle East, they nevertheless were a departure from the Reagan Adminstration in tone and structure, which both stunned and dismayed many of the 1,200 people in the predominantly Jewish, pro-Israeli audience.

In tone, the speech lacked many of the usual laudatory emotional references to Israel as a beleaguered and strategic American ally, which were standard during the Reagan Administration, especially when officials were speaking to Aipac, as the lobby is known.

In structure, the speech was almost clinically balanced between what it called on Israel to do and what it called on the Palestinians and Arabs to do. Many Aipac members later complained about the evenhandedness of the speech, an approach they fundamentally reject.

That Times piece was produced by Thomas Friedman, who apparently could write with clarity in those days. But if it's hard to imagine Friedman filing straightforward news reports built around information rather than bizarre metaphors, it's even harder to conceive of a prospective Republican secretary of state taking a tone like Baker's today, let alone doing so at an AIPAC meeting.

Yet he did, and he stood behind his words. Even after the Palestine Liberation Organization sided with Saddam Hussein in the first Gulf War, the Bush administration successfully pushed for Palestinian peace talks in the war's wake. (Speaking as someone who was a college student at the time: This really, really disoriented the campus left.)

A quarter century later, Baker's appearance at AIPAC feels deeply alien. Another quarter century from now, Netanyahu's remarks this week may feel alien as well. Political bonds aren't always as permanent as they seem at the time.

    The GOP of today is nothing like those days....Netanyahu has killed tons of kindergarten and pre school kids, and Republicans and Democrats treat the guy like some type of rockstar. Go figure.

    And although the war criminal Netanyahu promised the world there would never be a Palestinian state under his watch, he won big in Israel's elections yesterday lol.....Republicans even backed up him up, agreeing there will never be a Palestinian state. This is gonna do wonders for America's reputation in the Middle East I bet!! Al-Qaeda and ISIS gained tons of recruits alone based on these Republican quotes.......

    SMH... 1967 🤬 there is something called friendly fire and in any case every relationship changes, over time america has grown closer and closer to israel. ISREAL actively engaging in direct conflict would be the worse thing to happen in the middle east it would be like a signal to all the arabs to invade israel. which would only be a disaster for every one involved. what many wars in the region???? we have only had two wars there since the early 90's

    we don't have to compromise too much with people in the middle east we have the supreme leverage of superior military force and the most powerful economy in the world. There respect will be great to have but we don't have to bow to their 🤬 to accomplish what we want. All america really needs is strong leadership instead we elected a fool in george bush that was easily manipulated by the military industrial complex. Obama is a good man but he is also a short sighted weakling.

    the man withdrew from iraq before the place and really got the concept of democracy, he drew red lines for syria and when they crossed it he did nothing thus encouraging the behavior of isis.

    So if Israel can't help out in any of America's conflicts in the Middle East and north Africa, then again, what the hell is it good for? Israel's intelligence is TERRIBLE, they said in the 80s Iran would build a nuclear weapon within a decade, and it's 2015 and Iran still doesn't have one. Israel's intelligence said Saddam likely did have WMDs and we of course know Saddam only had the little chemical weapons he bought from France and Germany. Israel's intelligence is a bad joke and the scam of modern times.

    As far as Israel and helping America fight its constant battles, why can't the little parasite nation of Israel help out? They're such a BIG help to America right? Oh that's right, Israel is hated in the region so again, what 🤬 good are they? Their intelligence sucks, and they barely repay their loans, I'm not even sure if they do. Dropping Israel or at least the govt they have now would tell the world America is ready to not support terrorism for once.

    And did you smoke something, America has been in many conflicts in the region, just two since the 90s, what the hell? You forgot about.....ah nevermind, you on one.

    It's a military and economic alliance they also share lots of intelligence information with america. who knows how many terrorist attacks have been stopped because of that information

    Economic alliance for politicians and groups that aid them, not for the American people. Military alliance, how? Israel bombed a bunch of American sailors in 1967 and despite that, has done nothing to help America in its many wars in the region. Where is the help from them, they're the ones whining about Iran doing big things with Iraq, so why isn't Israel helping out....face it, Israel is a drain, America is losing respect from the world and our vetoes protecting Israel in the UN looks like a joke.

    SMH... 1967 🤬 there is something called friendly fire and in any case every relationship changes, over time america has grown closer and closer to israel. ISREAL actively engaging in direct conflict would be the worse thing to happen in the middle east it would be like a signal to all the arabs to invade israel. which would only be a disaster for every one involved. what many wars in the region???? we have only had two wars there since the early 90's

    So if Israel can't help out in any of America's conflicts in the Middle East and north Africa, then again, what the hell is it good for? Israel's intelligence is TERRIBLE, they said in the 80s Iran would build a nuclear weapon within a decade, and it's 2015 and Iran still doesn't have one. Israel's intelligence said Saddam likely did have WMDs and we of course know Saddam only had the little chemical weapons he bought from France and Germany. Israel's intelligence is a bad joke and the scam of modern times.

    As far as Israel and helping America fight its constant battles, why can't the little parasite nation of Israel help out? They're such a BIG help to America right? Oh that's right, Israel is hated in the region so again, what 🤬 good are they? Their intelligence sucks, and they barely repay their loans, I'm not even sure if they do. Dropping Israel or at least the govt they have now would tell the world America is ready to not support terrorism for once.

    They DO HELP they run one of the worlds best intelligence agencies, iran has not built that bomb yet because of israel. You know how many iranian scientist israel has killed the increased sanctions all that has hindered iran from making a bomb.
